I've created two separate bootable USBs following the instructions and both of them have the same issue on two separate PCs. When booting from either one of the USBs, the menu is presented, but it looks different from the screenshot in the instructions.
When I select "Install Amahi 11", first two lines output are both:
dracut-pre-udev[499]: rpc.idmapd: conf_reinit: open ("(null)", 0_RDONLY) failed
The bootup seems to hang for a few minutes and then starts outputting:
dracut-initqueue[701]: Warning: dracut-initqueue timout - starting timout scripts
it will output a couple of hundred lines of that and then output:
dracut-initqueue[701]: Warning: Could not boot.
dracut-initqueue[701]: Warning: /dev/root does not exist
it then says it's entering emergency mode and gives a prompt:
dracut:/#
This happens on two separate PCs using two different installation USB thumb drives.

Recommend you check out the Amahi11 Minimal CD Install guidance. There is a link for USB.

That is the one which I followed when I created the bootable USBs as it is also linked from https://wiki.amahi.org/index.php/Amahi_11_Install.
I will try following the Fedora 27 install guide that you linked to.

Ok, I've just made and tried to use a USB install with Fedora-Server-netinst-x86_64-27-1.6.iso.
I've encountered the same error message and series of timeout messages which lead to a "dracut:/#" prompt in what is claimed to be emergency mode.
I'm pretty sure now that this is some sort of universal issue and will be affecting anybody who tries to install from USB.
If the PC I use as my server had an optical drive, I would try burning a disk. But that's not an option for me.
Could this be an issue with UNetbootin?

I had the idea of downloading the Fedora install from Fedora, but the folder for 27 is empty:

The problem is, if I get Fedora Server 28 installed and then find that Amahi 11 doesn't work on it, I will then be without my server.

Follow the instructions! Amahi 11 ONLY works with Fedora 27.
If you don’t have a CD drive, then suggest you try another USB utility.
Check Fedora website for USB support. This is a not an Amahi issue.

Ok. Sorry. I was just trying to come up with ideas to get around the problem. I don't want to end up without a server.

Understand. Your issue is likely something to do with the USB software and Fedora.
Try using Balena Etcher. I have had great success with this software and Linux OS software.

I had the same issues with the Amahi 11 Express install. The minimal CD install instructions will work.

Ok. Best to use Minimal CD anyway.
