In future, recommend you check out Amahi Docs. That reflects what the latest version supported. Also check out Roadmap development in the wiki.
FYI, we do not intend support Fedora 28 in the future. Amahi 11 on Fedora 27 is our current development build being worked, but not ready for prime time quite yet.
