once i type sudo su- and after that my login user I'm asked to key in my password. once I do that I'm getting a msg saying "... user is not in the sudoers files".
and not getting pass this stage.

Did you follow the install guidance precisely?
You have to make the user an administrator during the Fedora 25 install.

how do I open a "wheel" group and add this user to the wheel group and

If that’s the case then all settings are in place.
Are you using the Fedora user name and password when doing:

apaste —sysinfo
