Cannot create new profile

I currently have one HDA up and running. I'm making some significant changes to both my network and HDA configuration. I want to create a new HDA install, but I cannot create a 2nd profile. My user dashboard shows my one HDA with the option to delete it, but no option to create a new profile.
Am I looking in the wrong place?
