Creating an initial user F23/A9

I'm a little confused on setting up an initial user.
When I setup my HDA I created a user, then when installing F23 it says:"You MUST create the initial user and password (This will be your HDA Login, also called the First Admin User). Ensure you select Make this user administrator check box. Once complete, choose Done. Note that a weak password may require you to select Done twice."
My question is, is this going to be the user I created when I setup the HDA or an entirely different user?
