Am I Missing something??

I've got 2 HDA's already and need to create a 3rd... For the life of me I cannot find the page to create a new HDA... When logged into my Control Panel, there is no link to create a new HDA...
Per this thread, http://forums.amahi.org/viewtopic.php?f=9&t=2554, "Start Building a New HDA" does not appear on my Control Panel ???
Can someone please point me in the right direction??
