Well, I'd like to use full functionality, so I'm going to attempt it once more.
So walk me through this.
1. disable dhcp
2. reboot HDA?

To use the HDA for DHCP and DNS server, do the following:
1. Disable DHCP on router.
2. Don't reboot HDA. It does not need rebooted for this procedure.
3. Renew IP address on your client machine(s) or reboot them. That is any PC or device that connects to your network via the router (HDA not included).
You should then be able to access the dashboard via http://hda once the PC has it's IP address from the HDA.
Does that make sense?

So I disabled DHCP from the router, and this is the status:
One of my roommmates laptops connects after a restart, using Windows.
My other roommate didn't even have to reboot to keep network access.
But on my Linux machine, a reboot and using the commands you linked me didn't work.
Also, my roommates can connect using http://hda .

Good news.
As for the linux machine, did you try a reboot. Is it possible you have a static IP address set on it. Might need to restart the network connection on the linux box.

Good news all around, it seems like everything is working fine.
So then the only thing I can ask is, do you have some "apps" to recommend?

Apps depend on what you are interested is using the HDA for in your environment. Obviously sharing a printer or files is one of the main capabilities.
Some like media streaming which is easily achieved using DLNA:

There are some system info and administration apps as well, such as Webmin, Monitorix, Linfo, phpSysinfo, phpMyAdmin, etc. You can see all the apps in the Amahi store:
https://www.amahi.org/apps
Some have conveinence fees, so you would need to purchase them before installing.
