my ability to access my local services i.e. couchpotato.localdomain.net works and then stops working. Periodically any efforts to access the internet on my other machines works or stops working.

Gave you checked out the troubleshooting wiki page?

There is some info there on dnsmasq and other network troubleshooting hints.

Don't know.

I use Windows 10 with Amahi and have had zero issues.

this is just bizarre:
on my HDA i can't resolve hda or router:
https://paste.fedoraproject.org/paste/u ... LivL9gydE=

yet on my windows client I can:
https://paste.fedoraproject.org/paste/2 ... LivL9gydE=

Right this minute on windows I can access hda.localdomain.net and it's working... but it will periodically stop working!

very frustrating.

I followed the interactive network troubleshooter.

"My HDA DNS server is NOT working for local hostnames"

From IRC, I saw you disabled NM and things went back to normal. Not sure what caused NM to start taking over.
