Looks like this is a result of a security finding (CVE-2015-7519). To get around this, you use aptitude to downgrade and hold ibapache2-mod-passenger. I did that and a reboot and I'm back up.

sudo aptitude install libapache2-mod-passenger=2.2.11debian-2
sudo aptitude hold libapache2-mod-passenger
