question on balancing

Currently i have 3 drives in my storage pool. I first had two 2 TB drives and added a 1 TB drive. How full do the first two drives need to be till it starts balancing date to the third drive? right now both of the 2 TB drives are at about 20% and the 3rd drive i added stilll is at 0%. I ran a greyhole --balance and it all the files said same thing "moving this file wouldn't balance space" so was just wondering if theres like a threshold in greyhole till it will move files to the third drive. Thank you

Balancing does not seem to be done on percentage, but on storage size (MB).
I have two 2 TB an two 1 TB drives, and the 1TB drives only got used after the 2TB drives passed the 50% line, i.e. 1TB full.
