All users have access to all shares on VPN

I have been using Amahi with VPN for a while and only have 1 user (admin).
It's a simple setup with 2 shared folders.
I wanted to make a 3rd share and a second user account that will only have access to that.
I created the shared folder.
I created user2.
I set up the permissions so that only the admin account had access to all shares. user2 only has permissions on the new share.
When I log in from a remote windows machine using HDAconnect I have access to all the shares from both accounts.
How do you prevent an account from accessing shares? Am I missing something?
