Static client ips

I want to hand out a static client ip so I can do persistent printer sharing with a friend in California (I want to be able to print to his printer). My HDA's about a year old, running the Fedora version.
I followed these instructions:

which are for OpenVPN, but they didn't work. I was able to generate my own certificate just fine and the client is able to connect using it. But the HDA is still handing out random ip addresses. I've triple checked my config's. They're correct.
Any idea why?
