I'd just like to point out that Android 4 (Ice Cream Sandwich) has IPSec VPN built in and will connect without needing to root. I'm using IPSec for my Android tablet and Open VPN for my laptop using the HDA Client. No problems with either and both very easy to set up.

I also built a tutorial in the wiki for doing IPSEC/L2TP that works with Android phones less than 4.0 without rooting. I am currently using it with 2.5.5 and have no problems.
