OpenVPN Fails on Boot

That's pretty much it. I get the small Fedora progressbar, and then the big black one with all the modules loading and whatnot, but everytime openvpn says failed. This is a stock install, just installed less than 20 minutes ago.

this only happens on new installs

work-around (run as root):
