I can see all services are running including the dashboard.
I think it will be easier to re-install 11.
Thanks for taking the time to offer solutions with this issue.
Or I may just leave it for a fresh 12 install when live.....

No problem.

You are probably right, quicker to reinstall vs continue diagnosing.

The only other cause for the dashboard issue would be root drive full or a required package was removed from the OS.

Amahi 12 is probably a ways off. Wait might be several months.
