How does Videos5 work?

I read the wiki but it's not clear to me how it works. The wiki says:
"To be available for streaming in this app, your video files needs to be MPEG-4 files, with the video stream encoded using the H.264 codec" [...] For each file that isn't compatible, Videos5 will allow you to create a new version that can be streamed on all devices.
Does it mean that IF a file is compatible it will be streamed as is (i.e. without re-encoding to lower resolutions/bitrate)? And does the user have control over the encoding? And is it done on the fly as the file is reuested by a user?

I am looking for an application that will convert all my videos (a mixture of containers: avi, mp4, and different encoders h.264, divx, xvid) on the fly for streaming. The idea is to stream to iPhone or the web. Those familiar with Orb or AirVideo will surely understand the convenience and immediacy of those app.

"AppGeeker video converter" has done the trick for me, although I won't give any guarantees.

It even creates queues if you have multiple videos to convert.
