Wilco, thanks. Found the "express install" version of F27, presumably a bootable ISO. Didn't have an issue with an older version, ISO was partitioned correctly and bootable when installed on a USB drive. Hopefully this'll be more representative of the "Easiest Way to Set Up a NAS." Much more fooling around with simple stuff makes it harder than doing Freenas or Ubuntu.
If you're talking about the "minimal install" that occurs after the CD boots, the CD doesn't boot to get that far. I'll get home and try the express boot ISO to see if it's partitioned correctly in a bit. The one that links from "Getting Started" (either torrent or download, if those are different repositories) does not.
