Updating Fedora 23
Just curious, after doing regular software updates to F23, I have never seen a message to restart the server. I generally do after a kernel update, but is there any need to restart the server after other updates?

I typically do for Kernel updates.I generally do after a kernel update, but is there any need to restart the server after other updates?
Sometimes I will if there are several packages updated just to ensure a clean boot.
Unless prompted to restart, I would say it's a matter of personal preference.

So I'm guessing after a fresh install of Fedora 23 server one should do a dnf update. Yes?

Doesn't hurt to ensure the OS is up to date.
