I am a bit confused with the Amahi Star Rating system for "Upcoming" and
"Available" applications. Can you provide a brief explanation please?

Every person has one vote for the rating system. The number of stars is averaged with all the votes.
Each app undergoes testing by the packager and core team first, then it goes to beta, where the testers team gets to exercise the app and rate it. That is how the apps get their rating before they are live.
We currently have a bit of a problem with the testers program. We need to make it easier for the testers team (first) and the rest of the users (later) to 1) test the app and 2) rate it appropriately. We're looking for a leader in the team to help design this and also help drive the implementation.
