Ah, restarting openvpn was failing, because openvpn would shutdown, but monit would restart it before the first version of openvpn released port 1194. killing monit, then openvpn, restarting openvpn, then restarting monit fixed it. Maybe monit should delay restarting openvpn for 10-15 seconds. Still...
