Same issue here. I'm able to turn off DHCP through the web console, but on reboot it comes on again. Both watchdog and start at boot time are unchecked.

My intent was only to turn off DHCP, as I want to continue having my router do that; but for some dumb reason I convinced myself i had to turn off the DNS server as well. I'm able to get to the samba shares from all of my PCs, which happen to be Windows 7. I just created users via the HDA dashboard that matched the usernames and passwords i use to login to each PC. I'm guessing the same would hold true for Vista. Also, make sure the workgroup name for your HDA, PCs, ...
